What should be the penalty for spitting on a pensioner and their dog?
Assume there is irrefutable evidence of the offence. Clear video footage, for example. It’s a deliberate act. maliciously executed, without provocation.
Within the hypothesis, ANY punishment, including capital, is available.
Getting spit back on by the pensioner and peed on by the dog? (I think capital punishment is a bit extreme.)
Public humiliation should do the trick.
Paying a large restitution and getting spit on in the face, and peed on by the dog.

Cutting their tongue out is not an option put would be an apt punishment. So how about the death penalty. Spitting on someone, in my opinion, is never an option & never ever warranted under any circumstances.

Under 10. report to police each evening for 2 hours. 10-15 approved school . 15- 18 borstal. over 18 12 months prison.
Spitting could be assalt, or dis orderly conduct, or if the person is sick assault with a deadly weapon. There may be old no spitting laws also.
It would start with a public apology and after that it would be up to the judge’s or magristrates sense of values and creativity.
I’m old fashioned, and understand the importance of corporal punishment.
10 lashes would immediately solve any disciplinary problems this punk may have.
Courts, jails, and juvenile centers would be freed up, taxes saved, everyone wins.
The concept to rehabilitate prisoners was introduced in the 60′s by a female professor / Dr.
Little do we know that harsh corporal punishment is the best deterant, not rehabilitation. (eg, an extreme would be suddan hussain beating accused etc.)
China is yet another example, as a buyer who frequents there, my business associates speak of almost non existant crime rates do to harsh punishments / prison sentances. I was recently told if you commit armed robbery, the penalty is execution. This explains why few in China dare attempt it.
Do what they used to do in the olden days,Stick the perps in the stocks for a couple of days,Provide rotten eggs etc for people to throw at them.Put photos of it in local papers shame them.
Put them in Stockades in the town centre & allow anyone to throw fruit or just spit at them. public humilliation may work.
Thinking about this It could work better than ASBO’s i may pertition for this to #10.

I think a good punishment would be ,being ignored and given th dead eye by the whole community including family /friends for a year with no option of moving out of the area
this would bring home the fact that 99.9% of people are disgusted by this sort of behavior
and a month poop scouping the streets for spitting on the dog (not that the dog would bother about getting spat on )
but dog crap free streets have got to be an asset and no one else wants to clean it up

The penalty for spitting on a pensioner and his/her dog would be imprisonment for a year! It is really an act of showing disrespect for human and animals. The man should learn his lessons and be able to realize that his act was indeed wrong. After imprisonment, I guess it would be necessary for him to be scheduled on a psychiatrist for better assessment.
