For low income people in the U.S. there is SafeLInk.
I don't know if you are talking about a cellphone. If you are you can get a simple trakphone at Walmart etc. or go online to Verizon and get a free phone with 1 or 2 yr contract.

I would suggest something like Direct Link, it works thru your phone lines, but offers a tremendous sense of security. You wear a pendant around your neck and/or one on wrist. Should you come upon any type of emergency just push the button and emergency help will be sent to you. I've had Direct Link for at least 5 yrs now, since I live alone. If you hear a burgular type situation, push the button. It really allows many to live alone w/safety, and Peace of Mind. It is affordable and many areas have grants to pay for it. Good Luck.

My only recommendation is to make sure that your parent actually wants the phone and will use it before you buy it. I bought one for my mother, and she shoved it under the seat of her car, and that's the last time she ever even touched it.
